Where can i download 'Hardware configuration tool'?

I'm new in this forum, hi everyone.

I'm searching for 'Hardware configuration tool' to program stick-ke1 but i can't find where to download.
I found this link in download section, http://www.dmxsoft.com/global/ftp/hardwaremanager.zip , don't know if it's right the right fiile, but i can't download it (maybe missing file?).
