two ESA rgb matrix effect questions

I am using the rgb matrix effect with ESA, my value red which is (1.0,0.0,0.0) in my software is getting interpreted as a Value 162 of 255. I would expect it to be 255. why is that so?
2. my avi is 6 minutes long, if i create a scene it says total time: 1m59s96. Is the number of steps restricted to a certain number? How can I be shure my timing is correct?

I guess the software you are taking the color from is giving you the wrong value. The color picker in the ESA effects generator works fine for me. A good way to test is to open paint, select 255,255,255 and draw on the canvas, then capture the color with the color picker

The timing is restricted in ESA, therefore you will need to cut your 6 minute video into 4 pieces or use ESA2/ESAPro
