ACN support in future

Is Sunlight 2003 
been support ACN protocol by ESTA? All of our fixtures and dimmers are "ACN Ready". It is possible sale "driver", that emulate SL512EC over UDP/IP.
Is it under law, if i am write this driver? Or not?
